
The General Services (Utilities) Department includes Wastewater, Stormwater,and Solid Waste, including the management of the City's waste removal contract with Waste Management. The Department also includes the Richard A. Heyman Environmental Pollution Control Facility (Wastewater Treatment Plant) which is operated by OMI.
TheUtilities Manageris responsible for annual rate studies for sewer,stormwater, and solid waste. The rate studies and budgets are traditionally presented to the City Commission in July.The Utilities Department administration offices are located at3140 Flagler Ave.in Habana Plaza in Key West.

The Solid Waste Transfer Station is located at MM 9 on Rockland Key, and can be found at 141 Overseas Highway (US-1) in the Rockland Key Industrial Park.
Key West's wastewater and stormwater system has garnered numerous top awardsfrom theFlorida Water Resources conference held by the Florida Water Environment Association, including First Place in the Advanced Secondary Treatment category and the 2012 Operational Performance Excellence Award.
