00-208 *(a) Authorizing AIDS Help, Inc. to conduct “Red Ribbon Christmas” at Mangoes Restaurant on Friday, December 8, 2000 from 7:00 P.M. to 12:00 Midnight; Pursuant to terms and conditions set forth by the City Manager; Authorizing the closure of Angela Street between Whitehead and Duval and the 700 block of Duval Street between Angela and Petronia Streets from 5:00 P.M. to 12:00 Midnight; Granting a Special Event Permit pursuant to Section 55.04 of the Code of Ordinances from 7:00 P.M. to 12:00 Midnight; Authorizing the sale and consumption of alcoholic beverages within the barricaded area. 00-209 *(b) Authorizing Rick’s & Dirty Harry’s Entertainment Complex to conduct a Seafood Lobster Festival on Saturday, August 12, 2000 from 4:00 P.M. to 12:00 Midnight pursuant to terms and conditions set forth by the City Manager; Authorizing the closure of the 200 block of Duval Street between Greene and Caroline Streets from 4:00 P.M. to 12:00 Midnight; Granting a Special Event Permit pursuant to Section 55.04 of the Code of Ordinances from 6:00 P.M. to 11:00 P.M.; Authorizing the sale and consumption of alcoholic beverages within the enclosed area. 00-210 *(c) Directing staff to pursue the placement of a yellow caution light at the corner of Eaton and Elizabeth Streets. (Mayor Weekley)
00-211 *(d) Approving a Change Order in the amount of $1,200.00 to Deal Builders, Inc. for the sanitary piping system in the City Hall Annex Building. (City Manager)
00-212 *(e) Approving the use of $4,600.00 $1,975.00 from the Law Enforcement Trust Fund for payment of a police accreditation fee and equipment therefor. (City Manager)
00-214 (f) Awarding the bid of Wharton-Smith, Inc. in the amount of $5,777,000.00 for upgrading the wastewater treatment plant to AWT. (City Manager)
00-215 (g) Awarding the bid of D. N. HIGGINS, INC. for sewer rehabilitation work in Districts F and G in the amount of $ 7,440,790.00 . (City Manager)

Reading Regulations, as attached, related to the “Chapter 288” Military Base Reuse Plan of the
July 5, 2000 Naval Properties Local Redevelopment Authority; Providing for severability; Providing for repeal of inconsistent provisions; Providing for an effective date. (City Manager)

Second (b) An Ordinance of the City of Key West, Florida, amending the Key West
Reading Comprehensive Plan by amending Objectives and Policies, as attached, related to the
July 5, 2000 “Chapter 288” Military Base Reuse Plan of the Naval Properties Local Redevelopment Authority; Providing for severability; Providing for repeal of inconsistent provisions; Providing for an effective date. (City Manager)

00-11 (a) An Ordinance of the City of Key West, Florida, adding Chapter 22 to the Code of Ordinances entitled “Art In Public Places Board”; By adding Section 22.01 to create the Board; By adding Section 22.02 to establish membership; By adding Section 22.03 to set forth the organization of the Board; By adding Section 22.04 to set forth duties of the Board; Providing for severability; Providing for repeal of inconsistent provisions; Providing for an effective date. (Mayor and Commissioners)

00-12 (b) An Ordinance of the City of Key West, Florida, amending Chapter 4 of the Code of Ordinances entitled “Government Organization” by adding Section 4.54; Providing for definitions; Providing for an additional $25,000.00 Homestead Exemption from taxes levied by the City of Key West for persons who have legal or equitable title to real estate that is their permanent residence, have a household income that does not exceed $20,000.00 (as adjusted for inflation) and have attained the age of 65; Providing that taxpayers claiming the exemption must file annually with the Property Appraiser a sworn statement of household income; Directing the Clerk to deliver a copy of this Ordinance to the Property Appraiser before December 1, 2000; Providing for severability; Providing for repeal of inconsistent provisions; Providing for an effective date. 00-13 (c) An Ordinance of the City of Key West, Florida, amending Chapter 73 entitled “Garbage And Trash” by amending Section 73.01 Definitions; By adding Section 73.03 to require that commercial properties hold commercial trash accounts; By repealing Section 73.031; By amending Section 73.06 to add a provision that trash haulers be identified on Building Permits; By repealing Section 73.11 and adding a new Section 73.11 relating to the permitting, identification and location of dumpsters on the right-of-way; Providing for severability; Providing for repeal of inconsistent provisions; Providing for an effective date.
