00-319 *(a)                  Authorizing the Bahama Village Business Association to conduct a “Key West Jazz and Blues Festival” on Friday, December 14th, Saturday, December 15th, and Sunday, December 16th, 2000, from 6:00 P.M. to 12:00 Midnight on Friday and Saturday and from 12:00 Noon to 12:00 Midnight on Sunday; Pursuant to terms and conditions set forth by the City Manager; Authorizing the closure of Petronia Street between Duval and Emma Streets, Granting a Special Event Permit pursuant to Section 55.04 of the Code of Ordinances from 6:00 P.M. to 12:00 Midnight on Friday, December 14th & 15th and from 12:00 Noon to 12:00 Midnight on Sunday, December 16th, 2000; Authorizing the sale and consumption of alcoholic beverages within the barricaded area.  (City Manager)

00-320 *(b)                  Authorizing Parrot Heads in Paradise, Inc. to conduct Parrot Heads in Paradise Street Party on Friday, November 3, 2000 from 1:00 P.M. to 6:00 P.M. pursuant to terms and conditions set forth by the City Manager; Authorizing the closure of the 500 Block of Duval Street between Fleming and Southard Streets from 1:00 P.M. to 6:00 P.M.; Granting a Special Event Permit pursuant to Section 55.04 of the Code of Ordinances from 1:00 P.M. to 6:00 P.M.; Authorizing the sale and consumption of alcoholic beverages within the enclosed area.  (City Manager)

00-323 *(h)                  Authorizing expenditure of an amount not to exceed $18,000.00 in forfeiture funds for the purpose of satisfying the lien, repairs and maintenance of a seized 1999 Ford Truck for use by the Police Department.  (City Manager)

00-324 *(i)                   Accepting a U. S. Department of Justice Local Law Enforcement Block Grant in the amount of $47,871.00; And authorizing expenditure of $5,319.00 in forfeiture funds to match the grant.  (City Manager)

00-325 *(j)                   Accepting a University of Florida Grant in the amount of $40,562.00 in order to continue the Traffic and Bicycle Safety and Education Program.  (City Manager)

00-326 *(k)                  Authorizing renewal, refinancing or replacement of the City’s Early Retirement Loan established pursuant to Resolution No. 98-242.  (City Manager)

00-327 *(l)                   Approving the attached Joint Participation Agreement between the City and the Florida Department of Transportation (FDOT) for an allocation of $154,516.00.   (City Manager)

00-328 *(m)                 Authorizing execution of the attached grant contract between the Florida Department of Community Affairs (DCA) and the City for the District DA Sewer Replacement Project in the total amount of $5,010,379.00 (City Match:  $626,297.00).  (City Manager)

00-329 *(n)                  Authorizing execution of the attached grant contract between the Florida Department of Community Affairs (DCA) and the City for the District C Sewer Replacement Project in the total amount of $4,119,752.00 (City Match:  $1,901,628.00).  (City Manager)

00-333   (o)                  Awarding the bid of Contract Connection, Inc., for Trash Receptacles for the City streets in the amount of $134,999.96.  (City Manager)

00-334   (p)                  Establishing the terms of a transition period for the payment of new solid waste rates for owners of guesthouses.  (City Manager)

October 4, 2000             Amending Section 5.040 to provide for City contributions at least quarterly, providing that State contributions shall be deposited into the fund immediately upon receipt, and providing that member contributions shall be deposited into the fund immediately after each pay period; Amending Section 5.042 to provide for optional joint and survivor annuities of 50%, 75% and 100%; Amending Section 5.042 to revise the method of designating beneficiaries; Amending Section 5.044 to provide for optional forms of payment to disabled retirees; Providing for severability; Providing for repeal of inconsistent provisions; Providing for an effective date.  (City Manager)
