8.         RESOLUTIONS

                        *(a)      Appointing Kenneth Jay Weschler to the Key West Tree Commission. (Mayor Weekley)

                        *(b)      Appointing Raymond Vasquez to the Contractor’s Examining Board. (Mayor Weekley)

                        *(c)      Appointing Al Rummel to a consumer seat on the Contractor’s Examining Board. (Mayor Weekley)

                        *(d)      Re-appointing Deevon Quirolo to the Port Advisory Board.  (Mayor Weekley)

                        *(e)      Approving and Authorizing the execution of the attached agreement between the City of Key West, Florida, and the Bahama Village Business Association for Goombay Festival, 2000; Authorizing the sale of alcoholic beverages (beer only) on two private property locations; Authorizing the consumption of alcoholic beverages within the barricaded area of the Festival; Granting an exemption from the Noise Control Ordinance pursuant to Section 55.04 of the Code of Ordinances during the festival.                         *(f)       Supporting the nomination of Walter Lightbourn to be a “Great Floridian”. (Mayor Weekley)

                        *(g)      Awarding the bid of Subaqueous Services, Inc. in the amount of $59,100.00 for dredging of Turtle Kraals.  (City Manager)

                        *(h)      Opposing plans of the Public Service Commission either to change the area code of Key West or to introduce 10-digit dialing to Key West.  (Mayor Weekley)

                        *(i)       Awarding the bid of Peter Jones Contracting, Inc. in the amount of $31,900.00 for construction of the Dolphin Pier Extension at Garrison Bight Marina.  (City Manager)

                        *(j)       Awarding the bid of Randy’s Electric, Inc. in the amount of $68,250.00 for Electrical Improvements to the Dolphin Pier at Garrison Bight Marina. (City Manager)

                        *(k)      Approving Change Order No. 3 for Toppino’s Inc. in the amount of $29,538.30 for Storm Water Improvements at the intersection of Margaret and Caroline Streets; Approving Change Order No. 4 for a credit of $10,500.00.  (City Manager)

                        *(l)       Authorizing a Change Order for the renovation work to the Thompson Fish House in the amount of $30,654.00.  (City Manager)

                        *(m)     Accepting a State of Florida Historical Resources Grant to assist in the updating of design guidelines for the Historic District.  (City Manager)

                        *(n)      Approving a budget transfer of $1,000,000.00 from the General Fund to the Insurance Fund.  (City Manager)

                          (o)      Approving the attached form of lease for tenants at the City Marina at Garrison Bight. (City Manager)

                          (p)      Authorizing Mo’s Restaurant to conduct a fundraiser for the American Cancer Society on April 8, 2000 from 6:00 P.M. to 11:00 P.M. pursuant to terms and conditions set forth by the City Manager; Authorizing the closure of White Street between Catherine and Virginia Streets; Granting a Special Event Permit pursuant to Section 55.04 of the Code of Ordinances.  (City Manager)

                          (q)      Awarding the bid of Trueride, Inc. in the amount of $30,017.44 for the design and construction of a Skateboard Park; Authorizing an additional budget transfer of $14,982.56 for additional project funding.  (City Manager)

                          (r)      Authorizing a budget amendment to the Sewer Budget in the amount of $696,788.00 for a Private Property Lateral Replacement Program.  (City Manager)

                          (s)      Awarding the bid for District DA Sewer Rehabilitation to the lowest responsive bidder as provided in the attached memorandum.  (City Manager)

                          (t)       Authorizing the City Attorney to seek injunctive relief against Eggs Transport, Inc. in the Circuit Court of Monroe County.  (City Manager)

9.         ORDINANCES – FIRST READING

                        (a)        An Ordinance of the City of Key West, Florida, authorizing the issuance of not to exceed $10,000,000.00 City of Key West, Florida, Subordinate Sewer System Revenue Bond Anticipation Notes, Series 2000; Providing for the form of such notes; Providing for the payment thereof and entering into certain covenants and agreements with the owners thereof; Providing for severability; Providing for repeal of inconsistent provisions; Providing an effective date.  (City Manager)

                        (b)        An Ordinance of the City of Key West, Florida, repealing Chapter 75 of the Code of Ordinances entitled “Stadium”; Providing for severability; Providing for repeal of inconsistent provisions; Providing for an effective date.  (City Manager)

                        (c)        An Ordinance of the City of Key West, Florida, revising Chapter 76 entitled “Streets and Sidewalks” by amending and consolidating Sections 76.01 and 76.02; By adding a new Section 76.02 to provide regulations for the placement of sidewalk benches; By amending Section 76.03 to provide standards for a violation for the obstruction of a Right-Of-Way; By adding Section 76.08 to provide regulations for the removal of abandoned newsracks; By repealing Sections 76.12 through and including 76.16 providing for severability; Providing for repeal of inconsistent provisions; Providing for an effective date.  (City Manager)

10.       ORDINANCES – SECOND READING     (PUBLIC HEARING)

                        (a)        An Ordinance of the City of Key West, Florida, amending Chapter 42 entitled “Vessels and Docking” by amending Section 42.11 to provide for a no discharge zone; Re-numbering Section 42.12 accordingly; Providing for severability; Providing for repeal of inconsistent provisions; Providing for an effective date. (City Manager)
